MODULATION CONSULTATION 

BSCG believes that farmers and crofters in Scotland should have a higher agri-envronment budget at least as good as in other countries in Europe. We welcome modulation and recognize the benefits of guaranteed UK matched funding for rural areas. Given the present problems facing intensive forms of agriculture we consider it progress that agricultural subsidy should be directed at relevant benefits and uncoupled from production. The introduction of modulation in Scotland would allow better resourcing for agri-environment schemes related to management measures required to deliver Local Biodiversity Action Plans. We see such plans as having the potential to provide vital benefits for local rural communities as well as being an important approach to safeguarding and enhancing wildlife in Scotland.
